Commissioner of Correction shall examine the feasibility, costs, and benefits of permitting children born to detained women at Connecticut Correctional Institution, Niantic to be placed in a nursery facility within the institution.

Examination shall consider eligibility criteria including limiting placement to women who were pregnant at detention and gave birth during detention, limiting detention duration to eighteen months or other periods, and requiring participation in programs, education, or counseling.

Commissioner shall submit a report to the joint standing committee having cognizance of judiciary matters by January 2, 2013, including recommendations and necessary amendments to sections 18-69 and 18-69a of the general statutes.
