Adds a vice-president position to the board's annual officer elections, joining the existing president, secretary, and treasurer roles.

Allows the president or vice-president to excuse board members' absences, preventing automatic resignation for missing meetings.

Maintains existing requirements that board members meet at least quarterly, with five members constituting a quorum, and an mandatory January meeting.

Preserves the rule that board members automatically resign if they miss three consecutive meetings or fifty percent of annual meetings, except when absences are excused.

Takes effect immediately upon passage and amends Connecticut General Statutes Section 22-80.
