Establishes a task force to study the feasibility of developing a state-administered defined benefit pension plan for employees without employer-sponsored retirement plans.

Task force must analyze the number of uninsured employees, determine the best plan model, develop participation criteria, calculate implementation costs, and assess economic impact on the state.

Comprises 12 members including representatives appointed by legislative leaders and the Governor, plus designated officials from Economic Development, Labor, Banking, Comptroller, and Treasurer offices.

Governor's appointee serves as one chairperson, with the Speaker and Senate President Pro Tempore selecting a second chairperson from among task force members.

Task force must submit findings and recommendations to joint legislative committees by February 1, 2013, and terminates upon submission of the report.
