Requires a two-thirds vote of both houses of the General Assembly to enact any bill that creates or enlarges a state mandate to local governments, effective October 1, 2012.

Mandates annual audits by the Auditors of Public Accounts for municipalities with populations of 30,000 or more that received more than 35 percent of their annual operating budget in state grants-in-aid in the previous fiscal year.

Audit reports for municipalities must include recommendations on programmatic savings, efficiencies, financial improvements, and reforms, submitted to relevant General Assembly committees.

Clarifies that municipal audit requirements follow state audit standards, with the Auditors of Public Accounts having authority to determine the scope and frequency of state audits.
