Prohibits placement of leghold traps within 750 feet of elementary and secondary schools, licensed child day care centers, state parks, municipal parks, playgrounds, public boat launches, roadside rest areas, picnic areas, campgrounds, and blazed or state hiking trails, effective October 1, 2012.

Defines "leghold trap" as a device designed to close on an animal's foot or leg with sufficient force to hold it until the trapper returns, including both padded and unpadded steel-jawed versions.

Authorizes Department of Energy and Environmental Protection representatives to set leghold traps within the 750-foot buffer zone to control nuisance wildlife.

Requires trappers to report incidents of catching nontarget animals to the Department of Energy and Environmental Protection within 24 hours.

Establishes penalties of up to $200 fine and/or 60 days imprisonment for violations, with forfeiture of illegally set traps ordered by trial courts.
