Establishes a task force to study the organization of state government regarding services to children and youth, examining agency responsibilities and impacts of public policies on children and youth.

Task force composition includes 10 legislative appointees (2 each from House Speaker and Senate President pro tempore; 1 each from House and Senate majority and minority leaders), 6 state commissioners (or designees) from Social Services, Children and Families, Education, Public Health, Mental Health and Addiction Services, and Developmental Services, plus 2 gubernatorial appointees.

Requires all task force appointments within 30 days of the effective date, with the first meeting scheduled within 60 days.

Task force must submit findings and recommendations to the General Assembly select committee on children by January 1, 2013, and terminates upon submission of the report or January 1, 2013, whichever comes first.

Task force receives administrative support from the General Assembly select committee staff on children and may seek advice from any person, organization, or state or federal agency.
