Amends smoking prohibition in Connecticut public buildings and establishments to take effect October 1, 2012.

Redefines "tobacco bar" exemption from smoking bans by changing the requirement from generating 10% or more of gross income from alcoholic liquor sales to requiring total annual gross income from alcoholic liquor sales not exceed income from tobacco product sales and humidor rentals.

Maintains prohibition on tobacco bar expansion or relocation from their size and location as of December 31, 2002.

Preserves existing smoking prohibitions in state buildings, health care institutions, restaurants, bars with alcohol permits, schools, elevators, dormitories, and dog race tracks.
