Establishes an advisory council on organ and tissue donation education and awareness, effective October 1, 2012, consisting of state commissioners, healthcare representatives, and five persons with organ/tissue donation experience including a recipient, living donor, and family member of a deceased donor.

Council members serve three-year terms with a maximum of two consecutive terms and shall meet at least four times per year; the Governor appoints the chairperson.

Council shall analyze organ tissue donation education in the state, determine donor registration rates, establish goals to increase registration, and advise the Commissioners of Public Health and Motor Vehicles on methods to improve donation rates.

Commissioner of Motor Vehicles shall provide the council quarterly data on registered organ donors.

Council must submit annual reports by July 1, 2013, and thereafter to relevant joint standing committees detailing actions taken and recommendations to increase organ and tissue donation rates.
