Establishes a task force to study the need for a public retirement plan in Connecticut, including examination of resident access to employer-sponsored plans, retirement savings levels, and reliance on public assistance.

Task force shall analyze state tax incentives for retirement savings, their utilization rates, and opportunities to encourage retirement preparedness.

Comprises 12 members including legislative committee chairs/ranking members, representatives from senior advocacy, business, labor, and academia appointed by legislative leaders and the Governor, plus the Comptroller, Treasurer, Secretary of Policy and Management, and Commission on Aging executive director.

All appointments must be completed within 30 days of the bill's effective date, with the first meeting held within 40 days.

Task force shall submit findings and recommendations to the joint standing committee on aging by January 1, 2013, and shall terminate upon report submission or that date, whichever is later.
