Expands the task force membership from one to two members appointed by each of the following: Speaker of the House, President Pro Tempore of the Senate, majority and minority leaders of both chambers.

Adds requirement that one Speaker-appointed member must be a mayor of a town with population over 100,000 and one minority House leader-appointed member must represent a regional planning agency.

Adds two new task force members: the executive director of the Connecticut Council of Small Towns (or designee) and the chief executive officer of the Connecticut Hospital Association (or designee).

Extends the task force reporting deadline from January 1, 2012 to January 15, 2013, with the task force terminating on the submission date or January 15, 2013, whichever is later.

Task force continues to study distribution of state funds to municipalities including payments in lieu of taxes, tribal gaming funds, equalization aid grants, and school transportation grants.
