Establishes an energy-related jobs task force to study strategies for developing the state's energy-related jobs marketplace and workforce, policies to promote energy efficient buildings, and methods to increase consumer demand for energy efficiency programs.

Task force composition includes 12 members appointed by legislative leaders, the Governor, and state agency heads, with representation from universities, manufacturers, technology firms, nonprofits, and community colleges.

Requires all task force appointments to be made within 30 days of the effective date, with the first meeting to be held within 60 days.

Clean Energy Finance and Investment Authority shall provide administrative support to the task force within available appropriations.

Task force must submit findings and recommendations to the joint standing committee on commerce by January 1, 2013, and terminates upon submission of the report or January 1, 2013, whichever is later.
