Commissioner of Energy and Environmental Protection must report by January 1, 2013 on brownfield remediation statutes and regulations, including recommendations for changes or new programs to improve economic development and remediation efficiency.

Exempts conveyances of airports from the Department of Transportation to the Connecticut Airport Authority from the Hazardous Waste Establishment Transfer Act, including Bradley International Airport, general aviation airports (Danielson, Groton/New London, Hartford Brainard, Waterbury-Oxford, Windham), and related facilities and improvements.

State shall hold harmless and indemnify the Connecticut Airport Authority, its employees, and directors from liability for claims arising from pre-existing title defects or environmental contamination at transferred airport properties, including hazardous waste, asbestos, lead, PCBs, mold, and petroleum products.

Authority and its employees or directors may bring action in Superior Court to enforce indemnification provisions against the state.

State indemnification does not apply to title defects or environmental issues arising after the date of transfer that are unrelated to pre-existing conditions.
