Modifies section 17a-28 regarding disclosure of Department of Children and Families records to clarify language and expand authorized recipients of confidential child welfare records, effective October 1, 2012

Adds new disclosure category for judges of Superior Court conducting in-camera inspection of records in criminal prosecutions when court orders or subpoena requests records

Changes references from "delinquency defendant" to "child charged with the commission of a delinquent act" and updates committee references from plural to singular "joint standing committee" having cognizance of human services and judiciary matters

Clarifies that written records disclosed to agencies, entities or organizations must bear confidentiality stamps and cannot be re-disclosed without written consent of the record subject or statutory authorization

Updates miscellaneous language throughout including replacing "person" with "individual," "service" with "services," and adding "child" before "abuse or neglect" in various disclosure provisions
