Prohibits school boards from restricting the time and location of blood glucose self-testing by children with diabetes who have physician authorization and parental consent.

Authorizes school nurses, principals, teachers, and other designated school personnel to administer glucagon to students with diabetes when the school nurse is absent, subject to annual training and written approval by the school nurse and medical advisor.

Expands school medical advisor duties to focus on planning and administering health programs, advising on school health services, and consulting on the school health environment in coordination with local boards of education and health departments.

Requires state and local boards of education to provide CPR and automated external defibrillator (AED) training materials and establish guidelines for managing students with life-threatening food allergies and glycogen storage disease by specified deadlines.

Mandates kindergarten through fifth-grade students receive at least twenty minutes daily of physical exercise during the regular school day, with exceptions for students requiring special education services.
