HB 5351 Summary

• Renames the regional vocational-technical school system to the "technical high school system" effective July 1, 2012, and establishes a new 11-member board of education to govern the system including four employer executives, five State Board of Education appointees, the Commissioner of Economic and Community Development, and the Labor Commissioner.

• Creates a superintendent position for the technical high school system appointed by the State Board of Education, responsible for operation and administration of the system, and requires the system board chairperson to serve as a nonvoting ex-officio member of the State Board of Education.

• Modifies the budget adoption process by requiring individual technical high schools to submit proposed operating budgets to the superintendent, who then submits a comprehensive budget to the technical high school system board for approval.

• Expands the State Board of Education from 13 to 14 members effective July 1, 2012, including at least two members with experience in manufacturing or trades offered at technical high schools.

• Makes conforming changes throughout statutes replacing terminology of "regional vocational-technical school" with "technical high school" and updates references to governance structures and reporting requirements.
