Requires persons hired as athletic directors by local or regional boards of education to hold one of three credentials: a State Board of Education certificate, a coaching permit, or an athletic administrator permit, effective July 1, 2012.

Mandates that athletic directors responsible for evaluating school professionals must hold a State Board of Education certificate in intermediate administration and supervision.

Directs the State Board of Education to issue athletic administrator permits to all persons employed as athletic directors prior to July 1, 2012.

Requires all full-day students in grades kindergarten through five to receive at least twenty minutes of physical exercise during the regular school day, with exceptions allowed through individualized education plans under special education law.

Maintains the existing requirement for schools to provide all full-day students with a daily lunch period of at least twenty minutes.
