Department of Education, Board of Regents for Higher Education, and University of Connecticut must develop a pilot program by July 1, 2013 to align priority school district curricula with Connecticut's common core state standards and college-level programs in the state system of higher education.

Priority school districts must partner with either a community-technical college, state university, or University of Connecticut to evaluate and align curricula, test grade eleven students, and assess college readiness from school year 2013-2014 through 2017-2018.

Local or regional boards of education in participating districts shall annually report test results and college readiness assessments to the Department of Education, Board of Regents for Higher Education, and University of Connecticut.

Board of Regents for Higher Education shall provide $20,000 grants to each participating regional community-technical college, state university, and University of Connecticut institution.
