Requires individualized education programs (IEPs) for deaf or hearing-impaired children to include a language and communication plan developed by the planning and placement team.

Language and communication plan must address the child's primary language or mode of communication and opportunities for direct communication with peers and staff in that language or mode.

Plan must document educational options available, qualifications and proficiency of teachers and professional personnel in the child's primary language or mode of communication.

Plan must ensure accessibility of academic instruction, school services, and extracurricular activities, plus specify necessary assistive devices, services, and environmental accommodations.

Effective upon passage.
