Department of Energy and Environmental Protection shall establish a natural gas vehicle pilot program by July 1, 2012, with up to three municipal partnerships to convert fleets to compressed natural gas vehicles.

Each participating municipality must commit to acquiring a minimum of ten medium or heavy-duty trucks and transit or school buses that operate on compressed natural gas.

Partnering gas companies shall install, own, and operate refueling facilities available to both the municipality and the general public.

Grants to municipalities shall not exceed $500,000 per pilot community and shall be funded from existing Department of Transportation appropriations or recovered through the participating gas company's energy efficiency adjustment rate.

Department shall report annually to the General Assembly's transportation, energy, and environment committees beginning January 1, 2014, regarding program progress.
