Allows the Commissioner of Motor Vehicles to waive both the knowledge and skills test for commercial driver's license (CDL) applicants who are current or recently separated members of the U.S. Armed Forces or Connecticut National Guard.

Applicants must have been regularly employed in a military position operating a commercial motor vehicle for at least two years immediately preceding application or separation from service.

Applicants must provide documentation of military experience and training, including the class of motor vehicle authorized for operation during the last two years of military service or employment.

Applicants must hold a military license authorizing operation of military vehicles representative of the CDL class being applied for, or be exempt from CDL requirements under existing state law.

The Commissioner of Motor Vehicles, in consultation with the Commissioners of Veterans' Affairs and the Adjutant General, may adopt regulations establishing procedures for obtaining the waiver; effective October 1, 2013.
