Directs additional fees collected from fines and forfeitures for certain motor vehicle violations to a municipal police officer training and education extension account within the General Fund.

Requires the Department of Emergency Services and Public Protection to establish and maintain the municipal police officer training and education extension account (changes "may" to "shall").

Allows the account to be used for operating training and education programs and to defray tuition and fees charged to municipal police officers for such programs.

Permits the Department of Emergency Services and Public Protection, in consultation with the Police Officer Standards and Training Council, to establish training and education programs and set fees for the Connecticut Police Academy.

Takes effect July 1, 2012, and amends sections 51-56a(c) and 7-294p of the general statutes.
