Requires professional bondsmen, surety bail bond agents, and bail enforcement agents to be at least 21 years old and possess a high school diploma or equivalent education before licensure.

Adds restraining or protective orders involving threatened physical force as grounds for license suspension or revocation for professional bondsmen and bail enforcement agents.

Establishes a new approval process for instructors of criminal justice system courses (minimum 20 hours) and firearms safety courses, with a $50 approval fee and two-year approval term.

Prohibits approved bail enforcement agents from wearing badges unless approved by the Commissioner of Emergency Services and Public Protection, with violation classified as an infraction.

Requires annual firearms safety refresher courses as a condition for renewal of bail enforcement agent firearms permits, effective October 1, 2012.
