Requires anyone purchasing gold, silver, platinum, jewelry, precious stones, bullion, or coins to obtain a municipal license as a precious metals or stones dealer; exempts wholesalers and manufacturers.

Establishes that unlicensed operation or operation after license suspension/revocation is a class D felony.

Mandates dealers obtain photographic identification with address and identifying number from sellers (unless seller is a wholesaler) and maintain detailed records including property descriptions, seller information, transaction dates, and digital photographs.

Requires dealers to submit weekly sworn statements to the licensing authority in electronic format and prohibits cash transactions; payment must be by check or money order only.

Prohibits dealers from selling acquired property for at least 10 days after submitting required transaction statements and establishes a $1,000 maximum fine for violations without other specified penalties.
