Defines an automated license plate recognition system as technology using high-speed cameras and optical character recognition to capture, store, and link license plate data with date, time, and location information.

Requires law enforcement agencies to delete all collected license plate recognition data within 14 days of collection unless the data is relevant and material to an ongoing criminal investigation or prosecution.

Applies the data deletion requirement to both the collecting agency and any other law enforcement agencies with which the data has been shared.

Takes effect October 1, 2012.
