Requires the Department of Emergency Services and Public Protection to develop an Emergency Preparedness Plan (EPP) in consultation with the Military Department, other relevant state agencies, and Community Emergency Response Teams.

EPP must address optimal use of state resources and workforce during emergencies declared by the Governor under chapter 517 of the general statutes.

Plan must delineate clear roles and responsibilities for state and local governments during emergency response operations.

Plan must include recommendations to eliminate jurisdictional barriers when removing debris or wreckage from roads during emergencies.

Requires implementation of local, regional, and state-wide training and simulated drills to prepare for emergencies; effective October 1, 2012.
