Repeals and replaces subsections (a) to (c) of Connecticut General Statutes section 4a-67d effective July 1, 2012.

Removes previous specific fuel efficiency requirements (35-40 miles per gallon) and instead requires state vehicle purchases to comply with federal alternative-fueled vehicle percentage requirements and achieve best achievable mileage per pound of carbon dioxide emitted.

Requires at least 50 percent of state cars and light duty trucks purchased or leased on or after January 1, 2008 to be alternative-fueled, hybrid electric, or plug-in electric vehicles, with all such vehicles meeting California Air Resources Board Low Emission Vehicle II Ultra Low Emission Vehicle standards.

Extends the deadline for 100 percent compliance with alternative-fueled, hybrid electric, or plug-in electric vehicle requirement from January 1, 2012 to January 1, 2016.

Exempts law enforcement and emergency response vehicles from these requirements, subject to Commissioner of Administrative Services approval and written explanation in consultation with the Commissioner of Emergency Services and Public Protection.
