Requires State Librarian to establish guidelines for transferring permanent records of political subdivisions into electronic format and for safe storage of such records.

Permits municipalities to dispose of municipal records required to be retained for more than 10 years after 10 years have elapsed if the municipality has retained an approved electronic copy of the record.

Authorizes Public Records Administrator to approve the electronic retention method used by municipalities for records disposal purposes.

Changes terminology in public records statute from "defined" to "described" and clarifies that records regulations are adopted by State Library Board pursuant to chapter 54.

All provisions effective October 1, 2012.
