Repeals and replaces Section 31-353 of the general statutes effective October 1, 2012 to clarify terms for settling second injury fund claims.

Requires written agreements between the Treasurer and injured employees regarding compensation to be submitted to the commissioner for approval before taking effect.

Permits the Treasurer to make stipulated settlements for second injury fund matters, including claims by employers or insurers under specified sections, subject to commissioner approval.

Expands settlement authority to cover situations benefiting the injured employee, the employee's dependents, or employer/insurer claims under sections 31-306, 31-307a, or 31-310.
