Establishes a task force to study unemployment compensation benefits and determine whether adjustments are needed while assessing potential impacts on federal funding.

Task force shall examine reducing benefit amounts during benefit periods, implementing a one-week waiting period, raising the wage threshold eligibility to $2,000, requiring 30+ days of employment for eligibility, and indexing benefit weeks to state unemployment rates.

Comprises eight members appointed by legislative leaders and the Governor, including representatives from state employees, private sector employees, small businesses (under 50 and under 100 employees), large businesses (100+ employees), and an unemployment compensation expert, plus committee chairpersons and ranking members.

Requires task force to submit findings and recommendations to the joint standing committees on labor by February 1, 2013, after which the task force terminates.

First meeting must be held within 60 days of the bill's passage, with administrative support provided by the Labor Department.
