Amends General Statutes Section 5-272 to prohibit employee organization agents who are state employees from engaging in lobbying while on duty or during any period when they receive compensation from the employer.

Allows such employees to engage in lobbying activities only if they use accumulated compensatory, personal, or vacation leave time.

Defines lobbying according to General Statutes Section 1-91 and specifies this prohibition applies to agents of employee organizations who are also employers' employees.

Takes effect October 1, 2012.
