Amends section 5-192j of Connecticut General Statutes to clarify that credited service for state employee retirement includes service "in time of war" (rather than just "war") and up to three years of national emergency service.

Applies to members of the tier II state employee retirement plan who have performed military service in time of war or during national emergencies, provided they have not received and will not receive a pension for that service period.

Limits total credited service from military periods to a maximum of ten years in the aggregate.

Creates a retroactive application window: individuals who failed to apply within one year of commencing state service prior to July 1, 2012, may apply between July 1, 2012, and January 1, 2013, to receive service credit.

Updates gender-neutral language to reference "his or her" instead of only "his" in application requirements.
