Transfers conservation functions (forestry, parks, fish and game) from the Department of Energy and Environmental Protection to the Department of Agriculture effective July 1, 2012.

Renames the Department of Agriculture to the Department of Agriculture and Natural Resources, with a Commissioner of Agriculture and Natural Resources appointed by the Governor.

Transfers all employees of the Department of Energy and Environmental Protection who perform functions described in titles 23 or 26 of the general statutes to the Department of Agriculture and Natural Resources.

Substitutes references to "Commissioner of Agriculture" with "Commissioner of Agriculture and Natural Resources" across numerous sections of the general statutes (over 200 sections listed).

Substitutes references to "Commissioner of Energy and Environmental Protection" and "Department of Energy and Environmental Protection" with the new department name across specified sections of the general statutes relating to conservation and natural resources functions.
