Prohibits creditors and card issuers from sending prefilled credit card applications to Connecticut residents by mail, facsimile, email, or other means of transmission.

Defines "prefilled application" as an application containing any personal identifying information as defined in Connecticut General Statutes section 53a-129a.

Applies to credit cards as defined in 15 USC 1602 and creditors and card issuers as defined in the same federal statute.

Takes effect immediately upon passage.

Stated purpose is to reduce identity theft by preventing the distribution of prefilled credit card applications to state residents.
