Redefines "investment professional" to reference the Financial Industry Regulatory Authority or its successor organization instead of the National Association of Securities Dealers for broker-dealer licensing requirements (effective July 1, 2012).

Expands the Connecticut Higher Education Trust Advisory Committee to include joint standing committee cochairpersons and ranking members with cognizance over education, higher education, and finance matters.

Changes the annual reporting deadline for the Connecticut Higher Education Trust evaluation from within six months of the trust's annual report to on or before December 31st annually (effective October 1, 2012).

Requires the State Treasurer and Board of Regents for Higher Education to jointly report on the Connecticut Higher Education Trust's evaluation and recommendations for program improvements.
