HB 5424 Summary

• Norwich, Farmington, Windham, Stamford, and New Britain are exempted from implementing property revaluations prior to the assessment year beginning October 1, 2013, subject to legislative body approval in each municipality.

• Rate makers in these municipalities may prepare new rate bills under Chapter 204 of the general statutes to implement the delayed revaluation schedule.

• Any required revaluations following the delayed implementation must resume according to the revaluation schedule in Section 12-62 of the general statutes and continue from the point where each municipality was previously scheduled.

• These exemptions override all conflicting provisions in state statutes, municipal charters, special acts, and home rule ordinances.
