Establishes the Personal Care Attendant Quality Home Care Workforce Council composed of nine members to oversee quality of long-term personal home care and conduct collective bargaining with personal care attendant organizations.

Grants personal care attendants the right to collectively bargain through a designated exclusive bargaining agent regarding state reimbursement rates, benefits, payment procedures, training, and professional development.

Defines covered programs including services for individuals with acquired brain injuries, elderly persons, disabled individuals, and other state-funded personal care assistance programs administered by the Department of Social Services or Developmental Services.

Prohibits bargaining on certain subjects including state employee benefits, consumer/surrogate hiring and firing rights, and procedures for grievance arbitration against consumers or surrogates.

Establishes a binding arbitration process if parties fail to reach agreement within 150 days, with the arbitrator selecting one complete proposal from either party on each unresolved issue.
