Establishes licensing and inspection requirements for aquaculture producers by the Commissioner of Agriculture, effective October 1, 2012, requiring FDA food facility registration and compliance with 21 CFR 123 seafood processing standards.

Defines "aquatic animals" as fresh or saltwater finfish, crustaceans, jellyfish, sea cucumber, sea urchin, roe, and mollusks intended for human consumption, excluding birds and mammals.

Corrects spelling of "escallops" to "scallops" throughout Section 26-287 governing the Waterford-East Lyme shellfish commission's authority over the Niantic River.

Increases minimum scallop size requirement from two-inch to two and one-half inch ring, effective July 1, 2012, with daily harvest limit of three bushels per person (subject to adjustment by the commission).

Grants the commission authority to increase or decrease daily scallop limits after 30 days in effect, with violations punishable by fines up to $200 or 10 days imprisonment and potential permit revocation through the next season.
