• Office of Financial and Academic Affairs for Higher Education shall develop recommendations for implementing performance-based financial aid programs effective July 1, 2012

• Performance-based aid programs must include periodic disbursements rather than annual disbursements and require assessment of student academic performance before aid is distributed

• Office shall submit recommendations to the joint standing committee on higher education no later than January 1, 2013, in accordance with state reporting requirements
