Establishes a basic health program by January 1, 2014, for individuals under 65 years old with income up to 200% of the federal poverty level who are ineligible for Medicaid, in accordance with Section 1331 of the Affordable Care Act.

Provides medical assistance benefits matching those in Medicaid (Title XIX) unless federal subsidies are insufficient, in which case the Commissioner of Social Services shall develop a plan maximizing benefits and minimizing cost-sharing within available funds.

Reduces HUSKY Plan Part A adult coverage from 185% to 133% of the federal poverty level effective January 1, 2014, and extends coverage to parents and caretaker relatives at the 133% income threshold.

Appropriates $36 million for fiscal years 2014 and 2015 (reflecting 50% of projected savings from HUSKY Plan coverage reduction) to fund the basic health program and increase provider reimbursement rates.

Requires the Commissioner to submit a plan and any federal waiver application by October 1, 2012, to the joint standing committees on human services and appropriations for approval before federal submission.
