Authorizes wreckers operating as emergency response vehicles to tow vehicles without length limitations and in excess of axle gross combination weight limits when responding to accidents, disabled vehicles on highways, or law enforcement orders.

Requires a single-trip permit for all other towing operations exceeding axle gross combination weight or federal bridge formula requirements as defined in section 14-267a.

Establishes an annual wrecker towing or transporting emergency permit with fees of $125 for wreckers with gross vehicle weight rating of 26,000 pounds or less, and $250 for wreckers exceeding 26,000 pounds.

Limits emergency movement of wrecked or disabled vehicles by permitted wreckers to 75 miles and subjects such operations to commissioner-specified highway, bridge use, and speed limitations.

Violation of any provision constitutes an infraction and takes effect upon passage.
