Allows persons whose motor vehicle operator's license or nonresident operating privilege was suspended on or before December 31, 2011, for violations under sections 14-227a or 14-227b of the general statutes to complete an alcohol and drug addiction treatment program and seek license reinstatement.

Applies to persons whose certificate was suspended or revoked on or before December 31, 2011, under sections 15-132a, 15-133, 15-140l, or 15-140n of the general statutes who were participating in or eligible to participate in a treatment program under section 14-227f as of December 31, 2011.

Requires eligible persons to commence program participation no later than August 1, 2012, and submit evidence of compliance to the Commissioner of Motor Vehicles no later than June 30, 2014.

Permits reinstatement of the operator's license or nonresident operating privilege upon completion of an equivalent program designated by the Commissioner of Motor Vehicles, provided the person is otherwise eligible for reinstatement.
