Changes term length for four legislative-appointed members of the Freedom of Information Commission from two years to four years, effective July 1, 2012.

Allows oral requests for public records in addition to written requests under the Freedom of Information Act, though agencies may require requests be made in writing.

Maintains existing copy fees: 25 cents per page for state agencies and 50 cents per page for other public agencies.

Requires public agencies to provide copies promptly upon request in plain, facsimile, electronic, or certified format at the agency's discretion, with exceptions for certified copies and applicants without computer/facsimile access.
