HB 5465 - Stream Channel Encroachment Lines and Permits

• Repeals sections 22a-342 through 22a-350 of the general statutes, eliminating the stream channel encroachment line regulatory framework effective from passage.

• Removes references to stream channel encroachment line requirements from multiple statutes governing highway projects, dam construction, permit applications, and coastal area coordination.

• Removes stream channel encroachment line compliance requirements from floodplain development provisions in section 25-68d.

• Updates references throughout the general statutes to the Commissioner of Energy and Environmental Protection and removes obsolete statutory cross-references related to the repealed encroachment line sections.
