Repeals and replaces provisions of Connecticut General Statutes sections 32-41i through 32-41n to update technology deployment center programs with new timelines and definitions.

Updates eligibility requirements to include constituent units of the state system of higher education (replacing references to Connecticut State University System) and redefines eligible deployment research consortia to serve two or more municipalities within a single geographic region.

Shifts program application deadlines from 1993-1995 to 2012-2013, with specific windows: manufacturing application centers (July 1-October 1, 2012), nonprofit deployment research (July 1-December 1, 2012), energy/environmental and educational/job training centers (July 1-October 1, 2012), and critical technologies grants (July 1, 2012-July 1, 2013).

Adds "business plan" as a new evaluation criterion for all four center programs, requiring applicants to demonstrate sources of revenue and experience managing similar programs.

Repeals sections 32-41g and 32-41h entirely and adds nanotechnology to the list of critical technology areas eligible for grants.
