Public Utilities Regulatory Authority shall initiate a docket to review the performance and compliance of all cable and video franchise certificate holders, effective July 1, 2012.

Initial performance review shall examine customer service, outage management, service to handicapped and low-income customers, cooperation with the authority, and funding/budget; subsequent reviews required every five years thereafter.

Authority must submit findings and recommended legislative changes to the joint standing committee on energy and technology by January 1, 2014.

Companies and nonprofits responsible for community access operations may use state funds for creation and development of town-specific community access programming, including labor and staff expenses, effective July 1, 2012.

Community antenna television companies that provided town-specific programming funding as of January 1, 2008, must continue funding such programming in the same proportion relative to locally-run original programming funding, effective upon passage.
