Commissioner of Social Services shall conduct a study of Medicaid programs under Title XIX of the Social Security Act, effective July 1, 2012.

Study shall examine factors pertinent to quality of care and identify any gaps in access to services for eligible residents.

Commissioner must report findings to the joint standing committee on human services by July 1, 2013, including recommendations for addressing service gaps and improving access.
