Commissioner of Social Services must conduct a study of programs administered by the Department of Children and Families, effective July 1, 2012.

Study shall include a report on factors pertinent to quality of services provided and whether improvements can be made in coordination of services.

Commissioner must submit the report to the joint standing committee having cognizance of human services matters no later than July 1, 2013.

Report may include the commissioner's recommendations for addressing identified gaps in service provision and improving access to services.
