Defines "telemedicine" as interactive audio, video, or data communication for delivering medical advice, diagnosis, care, or treatment, excluding facsimile or audio-only telephone calls.

Authorizes the Commissioner of Social Services to establish a demonstration project offering telemedicine as a Medicaid-covered service at federally-qualified community health centers, effective January 1, 2013.
