Limits annual out-of-pocket expenses for prescription drugs to $1,000 per individual and $2,000 per family, effective January 1, 2013, for all health insurance policies covering prescription drugs (excluding high deductible plans).

Requires individual and group health insurance policies to cover breast thermography as an additional screening option for women with dense breast tissue or increased breast cancer risk, alongside existing ultrasound and MRI coverage.

Mandates that mammography reports include information about breast density and inform patients that supplementary screening tests (including breast thermography) may be beneficial based on individual risk factors.

Removes the October 1, 2009 effective date limitation and makes breast thermography coverage provisions apply to all qualifying policies going forward.
