Expands the Comptroller's partnership health plan offerings to include small employers (up to 50 employees) and municipal-related employers (property management, food service, school transportation, waste management businesses contracting with public employers) beginning January 1, 2014.

Requires insurers to provide employers with detailed claims data upon request, including medical/dental/pharmaceutical utilization, claims paid by service category, premiums paid, and number of insured by coverage tier for the prior 36 months or coverage period, free of charge and in a standardized format within 30 days.

Establishes a Private Sector Health Care Advisory Committee with representatives from small employers and municipal-related employers to make recommendations to the Health Care Cost Containment Committee on coverage matters.

Modifies small employer insurance regulations by eliminating outdated rate restrictions from 1993-1995 and allowing insurers to offer premium quotes to large employers upon request without obligation to accept.

Requires insurers to disclose the actuarial value of health insurance policies to policyholders within 60 days of federal guidance on actuarial value calculations and ensures compliance with the Affordable Care Act.
